- This study primarily focuses on the ways in which companies choose to adapt themselves to the demands of the authorities as based on the Swedish environmental protection act. The time during which the burden upon nature became a serious, important question for companies is a very dramatic phase of a historical process. Before the arrival of more comprehensive legislation, no loads upon nature were discussed within companies as problems. Companies were uninterested and passive in relation to such problems. Not before the authorities began to stipulate requirements based on the environmental protection act did the burden upon nature assume serious importance within companies. - This study primarily focuses on the ways in which companies choose to adapt themselves to the demands of the authorities as based on the Swedish environmental protection act. The time during which the burden upon nature became a serious, important question for companies is a very dramatic phase of a historical process. What is focused upon in this study is how things unfold when companies encounter demands from the public authorities in the area of environment. In order to shed light on this, a process of transformation is studied in two industrial companies: how the authorities demands become manifested in the companies, how new rules emerge in the process of negotiation between the companies and the authorities, and how the rules have their effect within the companies. What is studied is an institutional transformation process. The aim of the study is to describe the process by which the burden upon nature is socially constructed through a negotiation process between the company and the authorities, to identify the rules which determine the social construction of nature inside the company, and also to describe how these rules affect the social construction of nature. I samhället har man inte tidigare artikulerat miljökraven på ett sådant sätt att det fått konsekvenser för företagen. Genom miljöskyddslagen och de myndigheter som kom till för att handlägga det samhälleliga miljöarbetet lyftes företagens naturbelastning fram som något väsentligt. Det som fokuseras i studien är hur det går till när företagen möter krav från myndigheterna på miljöområdet. För att åskådliggöra detta studeras en omvandlingsprocess i två industriföretag. Naturbelastningen blir benämnd och får ett innehåll i en förhandlingsprocess mellan företaget och myndigheterna. I mötet med myndigheternas krav utvecklas nya procedurer och en miljöorganisation inom företagen. Att den sociala konstruktionen av naturen utvecklades på det sätt som beskrivits kan förstås utifrån tre rationaliteter. Effektivitetsrationaliteten och projekterings- och konstruktionsrationaliteten var inriktade mot effektiv produktion och de får sin bestämning mot marknaden. Genom att följa reglerna i dessa rationaliteter fick företagen teknisk legitimitet. Förhandlingsrationaliteten har utvecklats i mötet mellan de båda andra rationaliteterna och myndigheternas krav och denna rationalitet är inriktad på politisk legitimitet. Rationaliteterna är kompositioner av regler, vilka kan härledas till bakomliggande regelverk. Effektivitetsrationaliteten och projekterings- och konstruktionsrationaliteten får främst innehåll från redovisningens konventioner, teknologin, affärsidén, erfarenhetseffekterns och förhandlingsrationaliteten får sitt huvudsakliga innehåll från miljöskyddslagen. De etiska normerna är nödvändiga för att göra de bakomliggande normkomplexet fullständigare. I boken visas hur företaget möter kraven från myndigheterna och varför de möter kraven på det sätt som de gör. (Less)
