- The purpose of this paper is to analyse the recent changes in the forms of representation of workers and citizens in a historical and comparative perspective. The issue of exclusion from representation has been important for a long time among social scientists both with reference to citizen’s rights and to trade union coverage of insiders and outsiders. This issue became more important in the recent years of economic crisis.
