Co-payments for additional care in publicly funded healthcare systems: ethical issues

Färdow, Joakim LU orcid ; Broström, Linus LU and Johansson, Mats LU orcid (2017)
Abstract
Public healthcare systems face major challenges. The burden of resource con-
straints and continuous demands of rationings urge decision makers in countries like Sweden, Norway and the UK to find new financial solutions. One proposal that has been put forward is co-payment, where patients are given the option to pay the public healthcare provider for additional care, or more expensive alternatives, to that which is publicly funded.
In this presentation we explore ethical issues associated with co-payment in publicly funded healthcare systems, especially co-payment for services aimed at health benefits. The presentation will include a theoretical model of co-payment, and actual and hypothetical examples, for... (More)

Abstract (Swedish)
Public health care systems face major challenges. The burden of resource constraints and continuous demands of rationings urge decision makers in countries like Sweden, Norway and the UK to find new financial solutions. One proposal that has been put forward is co-payments. In this presentation we explore ethical problems associated with co-payments in publicly funded health care systems. The issue of particular interest are such co-payments that are required for additions, or more expensive alternatives, which are made in the interest of achieving a higher level of health. A thorough presentation of our theoretical model of co-payments will be given, as well as examples of implemented and hypothetical cases for illustration. Ethical... (More)

Ethical arguments in support of and against co-payments for unfunded additional care in publicly funded health care systems will be presented and scrutinized. Brief reports of how authorities in these countries have chosen to deal with the issue of co-payments will be integrated in the discussion. (Less)
