This essay applies to cases when families that live in Sweden have to come apart when one parent has to return to the home country to seek a permit to which he or she is entitled.&lt;br /&gt; &lt;br /&gt; The rule causes families unnecessary suffering. This essay analyzes the reasons behind the rule and argues that it is compatible neither with Swedish policy of children&amp;#39;s rights and gender equality nor with the international conventions that have been ratified.&lt;br /&gt; &lt;br /&gt; Furthermore, it is investigated whether the migration authorities act in compli-ance with the intentions behind the law. It is concluded that the Migration Board, despite their own critique of the rule, makes an unnecessarily restrictive interpre-tation. This results in a situation where no one takes responsibility for the conse-quences for the affected families. If the discrepancy between Sweden&amp;#39;s engage-ments and its actions are to be overcome a solution must be found. For two of these newcomers, namely the Czech and the Slovak Republic, the accession process did encounter difficulties as they got haunted by their own history. In both states? constitution, there are decrees, issue from the post-war era, including discriminative regulations against minorities. These decrees, commonly called Bene?-decrees, have been criticised for being inconsistent with EC-law and for that reason the EU demanded their abolition before the Czechs and the Slovaks enter the Union. Instead of annulment, both the Check and the Slovak parliament declared the Bene?-decrees as untouchable. The main research question is: How does the second generation of Tibetans in India express their identity, and what implications does this have on their belonging to a diasporic group? The aim of this paper is to present discourses within the Tibetan diaspora and how the second generation relates to these as well as creates its own. Theoretically it takes a constructivist point of departure and the empirical investigation was conducted through qualitative semi-structured interviews, personal communication and to a lesser extent focus group discussions.&lt;br /&gt; &lt;br /&gt; First the paper goes through some of the critical literature on orientalist descriptions and myths on Tibet. These Tibetologists question the portrayal of Tibet as ?Shangrila?, stating that it is a common, but orientalist, image not only in the ?West? but also among Tibetans in exile. The main theory applied is postcolonial diaspora theory focusing on hybridity and the empowering potential of diasporic belonging. Inspired by Fairclough&amp;#39;s critical discourse analysis I have carried through an investigation of the debate. My sources consists in a collection of articles, mainly leader columns and contributions to the debate, from a selected number of Swedish newspapers.&lt;br /&gt; &lt;br /&gt; I found that an explicit discussion about class, or use of the concept as such, was largely absent. In cases where the concept occurred it was often used in a purely descriptive sense or dismissed as outdated. Furthermore, I have drawn the conclusion that the traditional understanding of class is being challenged by a discourse which aims at establishing a new understanding of social inequality as lack of paid work.&lt;br /&gt; &lt;br /&gt; I take my point of departure in the belief that class continues to be one of the most important bases of social inequality. Furthermore, I believe that political articulation is a prerequisite of identification of common interests and, hence, collective struggle. This correlation is explained by a hypothesis derived from Rational Choice theory. With some important caveats, this conclusion is then applied to the discussion about democracy as a form of government. Within democracy, the thesis also offers an insight into different electoral systems and its possible implications, mostly on a theoretical level. Who was the parish clerk? Is it possible to find out in what way his duties changed over time? The information mainly derives from written historical sources, such as&lt;br /&gt; &lt;br /&gt; laws. It seems like the parish clerk in the countryside often was a layman whom had to be approved by the parish, the parish priest or the bishop. His position in the early Middle Ages seems to have taken the form of assistant to the priest, participating in the liturgy. During the late Middle Ages his role seems to have degraded and shifted towards the form of servant to the priest. After the reformation his position seems to&lt;br /&gt; &lt;br /&gt; have improved again and one of his new duties was that of a teacher. No earlier applications for membership in the EU have implied such lengthy preparations. This paper makes an attempt to describe this process in constructivist terms. In its emphasis on the importance of norms, values and rules, and how political identities are endogenously defined, this approach provides an understanding that much contrasts with the standard rationalist framework for studying international relations or European integration.&lt;br /&gt; &lt;br /&gt; The material for this paper has been gathered from a variety of sources. Since the constructivist approach focuses on delineating the relevant actors and describing their relations by examining what norms, values and rules are exhibited, different newspaper articles have been used to illustrate the process at issue. The two Directorates-General constitute the units of&lt;br /&gt; &lt;br /&gt; analysis, and theories on bureaucratic competition, together with reports on the&lt;br /&gt; &lt;br /&gt; relation between environment and transport within the European Union, form the&lt;br /&gt; &lt;br /&gt; outset. Interviews are conducted with the relevant officials in order to access&lt;br /&gt; &lt;br /&gt; underlying beliefs and their conception of the cooperation. At the same time is Turkey a candidate that stands out from those of earlier rounds of enlargement, and its possible membership got both supporters and critics amongst the Unions member countries. The aim of this thesis is to, trough a textual analysis, investigate the prospects and obstacles Turkeys candidature faces. The material consists of documents from a number of think tanks connected to the European Commission, as well as the Commissions own documents regarding Turkeys negotiations.&lt;br /&gt; &lt;br /&gt; A recurring picture is that Turkey is treated differently then earlier candidates, and that the Commission has a hard time keeping an unambiguous line in its negotiation frame. The material of the think tanks attributes the public opinions distrust of the member countries of EU as a hindrance, and Turkeys meddling in the conflict on Cyprus is problemized. Syftet med den här uppsatsen är att belysa hur domstolen kan påverka den institutionella balansen och identifiera och diskutera eventuella problemområden relaterat till detta, samt se om det går att förklara domstolens handlande med hjälp av mina valda teorier.&lt;br /&gt; &lt;br /&gt; Den institutionella balansen, tanken om att en institution inte ska inkräkta på en annans av fördragen tilldelade maktområde, ska övervakas av EG-domstolen. I och med att domstolen samtidigt har tolkningsrätt i förhållande till fördragen innebär detta att den samtidigt kan övervaka och förändra balansen i de situationer där den finner den vara ojämn eller på annat sätt felaktig. Genom att titta på fem domar mellan 1980 och 1997 har jag fastställt några av de förändringar domstolen har gjort i förhållandet mellan institutionerna. The aim for this thesis is to illustrate the current conditions for&lt;br /&gt; &lt;br /&gt; well-functioning networks of sustainable development and examine the&lt;br /&gt; &lt;br /&gt; relationship between global governance and government. Issues of participation,&lt;br /&gt; &lt;br /&gt; decision making and compliance are examined by a case study of the Marrakech&lt;br /&gt; &lt;br /&gt; process, a global process to support the implementation of sustainable&lt;br /&gt; &lt;br /&gt; consumption and production. The essay concludes that global governance and&lt;br /&gt; &lt;br /&gt; government are interdependent preconditions in the creation of long-term and&lt;br /&gt; &lt;br /&gt; effective networks. Government structures are needed to co-ordinate and realize&lt;br /&gt; &lt;br /&gt; multi-stakeholder initiatives parallel to the need of decentralized structures to&lt;br /&gt; &lt;br /&gt; fully implement policies. The subject of this thesis is to find out how the local politicians in Vellinge make their considerations when they decide not to welcome refugees. The analysis uses the representation theory as a starting point. The two ideals of the representative role, either as a bound mandate or as a free independent role, is the base of the analysis. Vellinge is in the analysis compared to Lomma, a very similar municipality in southern Sweden that for a long time alsohas refused to accept refugees, however suddenly in 2007 decided to change their mind. The analysis shows that the main reason for Vellinge&amp;#39;s decision most likely is the local politicians? view of themselves as bound by their mandate. They follow the will of the constituents without any deeper reflections. One way to change the mind of the politicians in Vellinge could be to stimulate an increased deliberation around the refugee issue, at the local as well as the national level. The goal of this thesis will be fulfilled through the creation of two ideal types of public administration that exist in opposition to each other. As the average temperature is rising due to anthropogenic emissions, impacts such as floods, droughts and hurricanes, affect the lives of millions of people. Though the least developed countries are least responsible for emissions, they are the worst affected. This thesis focuses on environmental justice in the adaptation discourse. By outlining the adaptation discourse from the United Framework Convention on Climate Change principles, to the Marrakesh Accords, via the Kyotoprotocol my ambition is to analyse how environmental justice has been interpreted in relation to the adaptation discourse. I identify responsibility, vulnerability, sensitivity and adaptation as important theoretical concepts which will guide me in my analysis. Through a critical reading I conclude that historically the adaptation discourse has mainly been interpreted through a Northern perspective that is to reduce emissions. The articles received heavy response from the readers. About six months later Landskrona was the centre of attention in the Swedish media. 22,3 percent of the city&amp;#39;s population had voted for the nationalist party ?Sverigedemokraterna? in the municipal election. The above mentioned facts serve as starting point for this media analysis of 100 articles published in Landskrona Posten. The study leans on a critical science theoretical perspective. Using critical discourse analysis, and the typology created by Kristina Boréus, our aim has been to analyse if the articles contains discursive discrimination. The result of the study has shown that the articles do contain discursive discrimination and that the most common types of discriminations are associations. We mean that Landskrona Posten may have influenced the readers perception concerning their surroundings. When research not always shows that institutional placements lead to positive changes for youngsters, we wondered how social workers act on their assessment to institutional placement. We wanted to find out if the social workers meet any dilemmas along the way. To find out about that we used qualitative interviews with ten social workers, who worked in social service and came from different places in the southern parts of Sweden. To analyze our material we used the theory of human service organization and street-level bureaucrats work situation. We did also use prior research about social workers and institutional care. The result of this study was that social workers wait as long as possible to place youths on institutions. We found out that the social workers assessment about institutional placement was guided by external reports and how destructive the behaviour of the young person was. It was also important which attitude to change the parents of the young person had.
