  abstract     = {{Purpose: To explore how the Every Day Throughout Life (EDTL) model supports primary care transformation by enabling residents, families, staff, and volunteers to navigate social<br/>participation, joy, and engagement in nursing homes, thereby enhancing wellbeing and quality of<br/>life.<br/>Context: Norwegian nursing homes are integral to municipal primary care systems, providing<br/>round-the-clock services for people with extensive health and care needs. Services are regulated by<br/>the Health and Care Services Act and the Patient and User Rights Act, which ensure quality,<br/>information, and user participation. Nursing homes deliver personal care, medication<br/>management, rehabilitation, dementia and palliative care, and short-term stays, with general<br/>practitioners responsible for medical oversight.<br/>116<br/>EFPC Conference 2026 – Stuttgart | Driving Primary Care Transformation: People, Technology, and Care Navigation<br/>State of the Art: Across countries, psychosocial programmes aim to strengthen quality of life in<br/>nursing homes. In this study, the “joy-of-life” initiative was implemented through the EDTL model.<br/>Nursing staff and a volunteer coordinator planned and delivered daily wellbeing activities, including<br/>outdoor outings, intergenerational encounters, and personalised one-to-one activities, supported<br/>by structured family involvement. EDTL is a municipality-driven policy framework that embeds<br/>psychosocial wellbeing as a formal quality expectation within primary care through leadership<br/>accountability, defined roles, and systematic documentation.<br/>Statements and Policy Questions for Debate: EDTL demonstrates how people-centred care and<br/>care navigation can be governed as core responsibilities of local primary care, rather than relying<br/>on voluntary engagement, and raises questions about scalability and balancing standardisation<br/>with professional judgement.}},
