- The aim of this study is to investigate what factors shaped the decision making process regarding the Swedish military contribution to UN mission in Liberia 2003. At the time Sweden already had an on-going mission in the Democratic Republic of Congo and the Swedish Armed Forces was in the midst of a thoroughgoing reform of its military forces as well as its core objectives.
The focus of the study is on the key actors and their impact on the decision process according to the theory of Bureaucratic politics. The theory is utilized as methodological approach to the text material. The primarily sources of information consists mainly of official documents from the Parliament, the Government and the Swedish Armed Forces. Reports and studies... together with literature on politics and international relations the secondary sources. The study clarify the key actors and how their interactions form the decision. Furthermore it concludes that the actors responsible for setting the political agenda had had the most
influence on the outcome of the decision. Bureaucrats from within the Government and the Armed Forces continuously cooperated throughout the process within both official as well as informal which strongly contributed to the over-all preparations of the bill. (Less)
