  abstract     = {{Using Swedish Civil Contingency Agency (MSB) as a case study, this 
paper reviews the implementation of gender mainstreaming across seven 
DRR capacity development projects implemented between 2007-2017. 
Documentation and semi-structured interviews with the project managers 
responsible for the projects were used as main data sources. The 
overall finding of the study showed that gender was mainstreamed 
throughout the projects in a sporadic and inconsistent manner. Gender 
mainstreaming was predominantly driven externally from MSB’s side to 
reflect gender-sensitivity, rather than as a planned and monitored 
effort to strengthen capacities of the targeted individuals and 
organisations working with DRR. Key weaknesses were identified in 
terms low female participation, as well as inadequate attention to 
analysing gender capacity needs and lack of gender-sensitive 
monitoring and evaluation. The study shows gender awareness trainings 
were mainly carried out either as stand-alone or integrated 
activities, and these resulted in increased awareness and knowledge 
of gender and DRR issues at the individual level. Gender capacities 
at organisational and institutional level remained neglected overall. 
The main challenges to gender mainstreaming identified by the project 
managers include, limited support from partner organisations; resource 
constraints; attitudes of project managers; and the absence of 
standardised gender sensitive M&E framework.}},
