Abstract
This essay is about the Northern Ireland Conflict and the Belfast Agreement. Its focus is on the development in Northern Ireland politics after the implementation

of the Agreement which was ratified in a referendum. The essay is a case study

which analyzes the progress towards an Assembly Government and powersharing

between the unionists and the nationalists/republicans. The development is analyzed with Robert D. Putnam's theory of Two-Level Games? The essay first analyzes the changes in the unionist society where the opinion towards the agreement has been negative which depends on the concessions made by the unionist. This essay is about the Northern Ireland Conflict and the Belfast Agreement. Its focus is on the development in Northern Ireland politics after the implementation

which analyzes the progress towards an Assembly Government and powersharing

between the unionists and the nationalists/republicans. The development is analyzed with Robert D. Putnam's theory of Two-Level Games? The essay first analyzes the changes in the unionist society where the opinion towards the agreement has been negative which depends on the concessions made by the unionist. Then the focus is on the nationalist society where the opinion towards the agreement have been positive but where the power change from SDLP to Sinn Féin depend on the changes of further concessions. Third the negotiators strategies are analyzed. All this parts are constructed by the concept of win-sets. Later a small conclusion is made and a further discussion is made about the

concept of win-set and two-Level Games. This ends with an argumentation that the theory is very well used to describe the process towards an agreement. (Less)
