Abstract
I have studied how human networks can affect decision-making and different constellations. The primary purpose is to clarify the possibility to affect the decision to move the infrastructure investments from Region Skåne to Region Västra Götaland. The study starts at the EU-level and continues to the Government and on to the region. Region Skåne is studied especially since it was from there the infrastructure investments were moved.

The conclusion is that there is no specific representation in the government that represents regional topics, in spite of the fact that almost 30% of the members of the Parliament come from these regions. From the regions there are hesitations about how they should represent the region in different matters. The conclusion also shows that there are no measures made to move the discussion with the regional autonomy or the increase of it, to a higher political level, where an agenda for the development of the different regions can be set. They are instead waiting for the investigation of the Disciplinary Board.

The methods used are qualitative text-analysis, interviews and an operational analysis of the theory. (Less)
