Abstract
This thesis analyses the debate in Swedish newspapers concerning syringe exchange schemes (SES) during two periods, the late 1980s and the early 2000s. Firstly, we compared the debate between the two periods. Secondly, we made a more thorough analysis of the late period using social constructionist theory. Which are the main issues for the different actors in the debate? How do their views differ regarding policies as Harm Reduction, repression and restrictions? Furthermore, is it possible to see a change in the debate, do the different actors use the same arguments now as they did during the late 1980s? Our conclusion is that the debate has shifted. The actors in favour of SES still have the prevention of blood borne disease as their main argument, but today they also point out the many positive side effects. The actors against SES still argue that allowing SES, would be a "mixed message" to the Swedish public, but they do not argue that this would lead to more (intravenous) drug users anymore. The result suggests that there could be room for SES in a "drug-free society". (Less)
