Abstract
The aim of this thesis is to investigate the official Swedish interpretation of integration in regard to the power relation between the majority group and minority groups, and also to study how the interpretation has shifted with the governments between 1991 and 2008.

To achieve this, idea analysis was used for a method. The material studied was official governmental documents such as proposals and government’s declarations.

The main conclusion of the study is that integration increasingly has become regarded as a reciprocal process in which the society has a major responsibility.
