- Abstract
- This thesis investigates how gender equality is represented in the regional development policy in Swedish region Skåne. Drawing from a discursive perspective it sees policy as a process in which both problems and solutions are given shape. A method for policy analysis developed by political scientist Carol Bacchi; “What’s the problem represented to be?” is used in the analysis. The method is supplemented with Colin Hays theory of politics and depoliticization, which understands the latter as a process in which politics is being treated as though decided by changes beyond human choice and control. The thesis material consists of a number of regional development policy documents.

In the analysis gender equality is shown as being represented as a problem of difference, ideas and inefficient use of recourses in the regional development policy. The results also reveal some depoliticizing tendencies in how gender equality is represented through the reference to globalization, climate change and IT-development as external processes that set unquestionable limits on regional development. What is problematic about this kind of depoliticization is that is diminishes the ability to make real choices in regional politics which can be said to threaten the democratic legitimacy of Skånes regional level.
