- Abstract
- This essay deals with the subject on implementation and how to implement political outcomes through the civil society. The Swedish government conducted a government bill “A Policy for the Civil Society”, with a main purpose – to expand the civil society. To do so, the civil society´s own organizations were to implement this policy, by a method with the so called “Engagemangsguider”- a representative from a civil society´s organization. The interesting aspect of this paper is the fact that the political policy is implemented by the civil society, a political actor often seen as an opposite the state itself.

To sum up, I state that the civil society over time became a legitimate political actor which is worthy the states trust to implement a political policy. The state has faith in the civil society´s ability but is still applying a Top-down-model for this policy. This model gives the state a good insight through the implementation process. My research has also stated that the civil society had good preconditions to implement this policy given by state authorities, and that the outcome was successful. (Less)
