The aim of this study was to examine the public discourse of people who purchase sexual services in Sweden, and it’s implication on the official strategies to counteract prostitution. The study was conducted through qualitative text analysis of public documents. The analyzed documents were published both before and after the implementation of the Swedish Sex Purchase Act, which since 1999 prohibits any purchase of sexual favors in Sweden. The aim of this study was to examine the public discourse of people who purchase sexual services in Sweden, and it’s implication on the official strategies to counteract prostitution. The study was conducted through qualitative text analysis of public documents. The analyzed documents were published both before and after the implementation of the Swedish Sex Purchase Act, which since 1999 prohibits any purchase of sexual favors in Sweden. The method used in analyzing the documents, was discourse analysis based on social constructionism, which was theoretically complemented by gender theory and the theory of categories in the conducted analyze. A general conclusion of the study was that the discourse of prostitution is highly gendered, where the male is positioned as the taken for granted buyer and the female is framed as the obvious seller. Another conclusion was that the male sex drive often is constructed as the central cause to prostitution in the official talk of prostitution in Sweden. The male purchasers of sexual favors are typically framed as ‘normal men’ expressing a ‘normal’ sexuality. In prohibiting the purchase of sexual services the 1999 law enforcement aimed to reduce prostitution through reducing the demand of it, which challenged the idea of purchasing sex as an expression of ‘natural’ and ‘normal’ sexuality. Before the law enforcement people purchasing sexual favors were not positioned neither as ‘the problem’ nor ‘the victim’ of prostitution. After 1999 constructions of the people purchasing sex as people in need of assistance and therapy were more present. Hence, the enforcement of the Swedish Sex Purchase Act has articulated other views of prostitution than the previous ones, which challenge traditionally gendered ways of viewing prostitution. On the other hand, the discourse emerging is still in many ways typically gendered. In order to ‘de-gender’ the general view of prostitution, more work need to be done. (Less)
