- Abstract
- This thesis sets out to examine which strategies and methods are used in the exchange of information and factors that may impede an effective (vertical and horizontal) aggregation of information regarding risks and vulnerabilities on a local and regional level. Solutions to mitigate those factors are suggested. The method consists of a qualitative survey; empirical data is gathered from 21 counties and 59 municipalities. The respondents’ answers form the basis of the thesis. The results indicate that oral group communication and documentation on risk and vulnerability analyses are the primary strategies and methods for information exchange.
