- Abstract
- The purpose of this master thesis is to investigate the difficulties that arise in the construction process by analyzing documentations from real-life construction processes that occurred in four municipally in Skåne. By mapping out all the problems that arise, opportunities for improvement will be obvious and thus efficiency solutions can be proposed. After a conversation with a control inspector who experienced the construction process as bureaucratic, bleary and complex, it appeared that the construction process looked different depending on the building committee. - The purpose of this master thesis is to investigate the difficulties that arise in the construction process by analyzing documentations from real-life construction processes that occurred in four municipally in Skåne. By mapping out all the problems that arise, opportunities for improvement will be obvious and thus efficiency solutions can be proposed. After a conversation with a control inspector who experienced the construction process as bureaucratic, bleary and complex, it appeared that the construction process looked different depending on the building committee. The control inspector also felt that the legislation was weak, which is one of the reasons for the creation of the monopoly over the process. The study begins with a review of legislation for building to get a perception of how building process should actually look like if all legislation follows. By getting better understanding of legislation it will even be easier to control how building committees put that legislation in practice. Even agendas that different control inspectors are using nowadays have been investigated. By comparing the collected documents to legislation one could clearly see how the construction process looks like in real life and how the legislation follows up. The analysis of documentation from the four municipalities presents differences and issues that arose throughout the process. They primarily reflect on the basis for important permissions, but also on the implementation of some parts of building consultation processes and workplace visits. Legislation of building processes was proven as the weakest link in the process, which did not specify exact statements but could be satisfied in different ways. The overall construction process proved to be inadequate with good improvement opportunities. To introduce law reform and regulations that clarify the appearance of the controlling process will eliminate monopoly on the construction process that is in possession of building committees. Establishing agendas that can be used at national level will also contribute to a more effective process and reduce the differences in construction process between the municipalities. These are just some of the opportunities available to make the construction process more effective for involved in process. (Less)
