- The Swedish Social Democratic Party promoted open borders before the election in 2014, however, implemented restrictive migration policies when in office. The purpose of this paper is to explain why they have changed their migrations policies based on Gunnar Sjöblom’s theory of arena competition on how political parties behave in multiparty systems.
According to the theory, decisions-makers of political parties are acting on three different arenas: the parliamentary, the electoral and the internal. Conflict occurs when the party executive tries to maximize the goals on each arena at the same time. Furthermore, after analyzing the party executive strategies on each arena, the conclusion has became clear that there is a recurring conflict between the arenas in the case studied and that the party executive has played contradicting roles on each. The changed migration policy is a result of pressure from the opposing parties on the parliamentary arena and the voters of the electoral. However, the policy changes have caused internal conflicts and a loss of credibility among its voters. (Less)
