"Sluta skjut" i Malmö: hur påverkar projektet frivårdens klientarbete och med vilka effekter?

Abstract
The aim of this study is to clarify the relationship between “Sluta skjut” and the Probation Service’s role in the city of Malmö by applying a perspective of sociology of law. The clarification is based on three themes; first, how probation officers in Malmö perceive that their client work has been affected by Sluta skjut, secondly how the probation officers in Malmö experience their role within Sluta skjut. The third theme discloses whether Sluta skjut has contributed to a more effective law enforcement as a result of government cooperation, based on the experiences of probation officers in Malmö. The aim of this study is to clarify the relationship between “Sluta skjut” and the Probation Service’s role in the city of Malmö by applying a perspective of sociology of law. The clarification is based on three themes; first, how probation officers in Malmö perceive that their client work has been affected by Sluta skjut, secondly how the probation officers in Malmö experience their role within Sluta skjut. The third theme discloses whether Sluta skjut has contributed to a more effective law enforcement as a result of government cooperation, based on the experiences of probation officers in Malmö. The study consists of three group interviews with probation officers in Malmö covering the above-mentioned themes. The empirics are analyzed using three theories: the theory about a new penology by Simon and Feeley, Laub and Sampson’s theory about turning points and finally the sociology of law theory by Mathiesen about the laws’ intended and non-intended effects. The conclusion of the study is that the Probation Service’s regulations are applied to a broader extent than before. Another conclusion is that Sluta skjut affects gang members differently, depending on how unsustainable they perceive their violent life situation. As a result of this there is no unambiguous answer to how probations officers’ role has been effected by Sluta skjut. A final conclusion is that as a result of government cooperation the probation officers in Malmö are of the opinion that they have more impact on and can work more efficiently with their clients.
