Governing Universities: How the Swedish Government has attempted to govern the universities between 1999 and 2021, and how it can be understood

Abstract
Knowledge about how the Government governs its agencies is important to ensure legitimacy of the public exercise of power, and to further develop governing methods suitable for diverse types of agencies. This study focuses on a type of agency that is perceived as particularly difficult to govern – the university. The purpose is to describe how and to what extent the Government has attempted to govern the universities, how this exercise has changed over time, and how it can be understood.

By applying two typologies from functionalist governance theory to the results an argument is made that the Government’s attempts to govern the universities can be understood both in terms of command and control, and corporatism.

The analysis focus on the contents of all original common appropriation directions, and a selection of the original university specific appropriation directions decided upon for the fiscal years of 1999 through 2021. This ensures both a general and a specific description, and exposes how the Government has tailored its attempts to govern the various universities. (Less)
