Abstract
Why certain decision-making actors frame different conditions as problems within policymaking depends on various political factors. However, in the end, these actors aim to attract attention and cause change. The actors who produce these problem frames can from a theoretical point of view be perceived as problem brokers.
A new model, titled Social Impact Bonds, has during the past years attracted several actors in Sweden to advocate change within the public sector. Why certain decision-making actors frame different conditions as problems within policymaking depends on various political factors. A new model, titled Social Impact Bonds, has during the past years attracted several actors in Sweden to advocate change within the public sector. Primarily with wishes to utilise more evidence to achieve more efficient and desirable outcomes. Consequently, this study aimed to investigate which problems SIBs intend to solve, according to actors in the role as problem brokers. From this theoretical angle, this study analysed the involved actors in implemented, ongoing, and pre-studied SIB-projects in Sweden by identifying how they frame problems and which solutions SIBs provides to solve them. By utilising a qualitative content analysis and material produced from the involved actors, the findings show that the actors frame the public sector with deficiency to manage and solve major societal problems. Foremost due to its lack of not working evidence-based and not together with actors from other sectors who also possesses valuable knowledge and experience. (Less)
