Abstract
For over 40 years, there's been a debate in Sweden of whether it's good or bad with maintenance therapy for heroin addicts. This method is far more acknowledged in other parts of Europe and in USA. The aim of this paper was to explore how public actors manifest their thoughts concerning the subject of the substitution program in Sweden. This approach includes the complex of problems that can be found in statements and the discourses that these operators stand for and support. In my analysis the philosophical thread was principally based on Michael Foucault ideas, but also on other theories related to social constructionism. For over 40 years, there's been a debate in Sweden of whether it's good or bad with maintenance therapy for heroin addicts. This method is far more acknowledged in other parts of Europe and in USA. The aim of this paper was to explore how public actors manifest their thoughts concerning the subject of the substitution program in Sweden. This approach includes the complex of problems that can be found in statements and the discourses that these operators stand for and support. In my analysis the philosophical thread was principally based on Michael Foucault ideas, but also on other theories related to social constructionism. Methodologically I have been inspired by the discourse analysis and the material consist of 24 journal articles in which it was found statements of scientists, doctors and politicians. I have identified scientists and doctors as the discourse practitioners, whose statements intended to give an alternative picture of the heroin abuse problem. Politician's roles are important in this context, because both of their position of power and their possibility to direct the implementation of research results into practise. I have concluded that the difficulties of setting up treatment can be tracked towards an ideological conflict between the principled positions and the incorporation of other ways of thinking. From my point of view, it could have been beneficial for the treatment programs if the approach on the problems were less polarized so there could bee more space for actual improvement of the substitution treatment, which then could accommodate a broader spectrum of goals and alternative purposes.
