Abstract
The aim of this master thesis is to study how the development of a public library by means of ideas and methods from the private sector can be related to traditional core values. We base our study on institutional theory, which focuses on norms and values in an organisation, and new institutional theory, which focuses on how organisations are influenced by changes in the environment. We also use New Public Management with a market focus to analyze the implications of a development towards a more market oriented view.

The aim of this master thesis is to study how the development of a public library by means of ideas and methods from the private sector can be related to traditional core values. We base our study on institutional theory, which focuses on norms and values in an organisation, and new institutional theory, which focuses on how organisations are influenced by changes in the environment. We also use New Public Management with a market focus to analyze the implications of a development towards a more market oriented view.

The method used is that of a case study of a new library concept, Idea Stores in London. Idea Stores are a number of new public libraries in Tower Hamlets developed from the results of a major opinion survey about libraries. The Idea Stores combine traditional library services with elements of adult education and lifelong learning in a partnership with local learning centres. The case is analyzed by means of three perspectives: the influence of ideas and methods from the private sector; the influence of traditional core values; and the combination of these two, partly opposing ideologies.

Our study shows that even though Idea Stores have used a number of methods from the private sector, many of the traditional core values have been maintained in the new libraries. The elements from the private sector that we have identified are the use of branding, an extensive market research, principles of marketing and market orientation, partnerships in the local community and private and public funding. The core values that we have identified in the new libraries are democracy, availability, education, attractiveness and the principle of no fees. Our study also shows that even though the new libraries were developed as a result of a market research, the government's agenda concerning lifelong learning, community renewal and library renewal have been strongly taken into account and greatly influenced the final result. This last conclusion shows how public organisations, as opposed to private organisations, are under cross-pressure between conflicting and competing forces ? from the state, the market and the civil society ? that influence their development.
