Abstract
The purpose of this thesis is to evaluate the extent of the civil rights political participation on a municipality level. The starting-point is the participatory democratic theory. I have chosen to make a case study of the extent of participation among KPR ? the board of the pensioners in the municipality of Skara. KPR is represented by fourteen members from the seven existing associations for pensioners. The main objective for the board is to function as a forum for discussions and consultations by linking to each other the different pensioners associations, the boards of committees and the companies in the municipality. The purpose of this thesis is to evaluate the extent of the civil rights political participation on a municipality level. The starting-point is the participatory democratic theory. I have chosen to make a case study of the extent of participation among KPR ? the board of the pensioners in the municipality of Skara. KPR is represented by fourteen members from the seven existing associations for pensioners. The main objective for the board is to function as a forum for discussions and consultations by linking to each other the different pensioners associations, the boards of committees and the companies in the municipality. Another essential objective for KPR is to promote a larger extent of participation for the pensioners through the board itself. Furthermore, this thesis also includes, - a closer examination concerning relations between KPR, the civil servants in the municipality and the politicians. - listing possible problems connected to this form of civil rights participation. Increased knowledge about the organisation of the municipality as well as increased knowledge about issues concerning elderly people are the foremost positive results, mentioned by the participants, as positive results of participation. A negative effect is that participation is time-consuming. A contributory central cause takes place when the citizens apprehend their participation as meaningful because of the relation to the civil servants and politicians within the municipality. (Less)
