All municipals definition of aftercare contained housing, occupation and treatment for the drug abuse. The study also showed that the municipals offered different kinds of aftercare, two municipals mainly offered aftercare in outpatient treatment, while one municipal mainly offered aftercare in external institutions. All respondents claimed that clients and staff from the institutions had influence of the aftercare planning. Our conclusion is that all municipals have aspects of both empowerment and total institutions in their work with aftercare, but it seems that all municipals are closer to empowerment than total institutions in their work with aftercare.
