- Abstract
- Since the end of the cold war, the EU has increasingly turned out to be a global actor with an agenda. The EU has entered a new stage as an external actor, after the 2004 enlargement, and is confronted with new neighbours and dilemmas.
The purpose of this thesis is to analyse and understand how the EU's roles and capacity to act, is described and constructed in relation to the new European Neighbourhood Policy (ENP). And, furthermore, how the EU handle the dilemmas associated with the ENP. I have conducted a qualitative case study using both primary and secondary material and based it on Bretherton and Vogler's (2002) social constructive perspective. The analysis of ENP reveals that the EU, as a response to post-enlargement international structure, have launched wide range of political and security related policy objectives linked to the EU's economic presence and power. The agenda is unchanged after the enlargement and the EU continues as a deliberate exporter of its own model and preferences to the near abroad. (Less)
