It is argued that the dissatisfactory performance of these arrangements, along with the evolving role and substance of the EU and CFSP, has led to rethinking and redefining the purposes and values underlying the idea of the external representation. The institutional learning approach serves as a theoretical basis to this explanation of the case, suggesting that the reform is not only an attempt to improve means, but also reflects a change in the meaning and aims of the external representation.
