Abstract
This thesis analyzes the effects of export subsidies on Swedish cereal export. The analyzes are based on data on cereal export from Sweden to countries outside the EU from 1990 to 2003. In 1995 Sweden became a member of the European Union. Before the membership, the Swedish agricultural policy was decoupled in a larger sense than the European CAP was, which means that the Swedish producers had decreased their production more than the European farmers. When Sweden became a member of the EU the production started to increase again to an EU level. From this year the Swedish producers also increased their export to countries outside of the EU. This thesis analyzes the effects of export subsidies on Swedish cereal export. The analyzes are based on data on cereal export from Sweden to countries outside the EU from 1990 to 2003. In 1995 Sweden became a member of the European Union. Before the membership, the Swedish agricultural policy was decoupled in a larger sense than the European CAP was, which means that the Swedish producers had decreased their production more than the European farmers. When Sweden became a member of the EU the production started to increase again to an EU level. From this year the Swedish producers also increased their export to countries outside of the EU. One reason to this was that the producers from this year got export subsidies when exporting cereals to the world market price. These export subsidies where equal to the difference between the world market prices and the European prices. Export subsidies have had an effect on the export to third countries, but the importance of export subsidies have decreased as the intervention price is now lower than some years ago. The oat producers are today those who are in greatest need of export subsidies as most of the export goes to the USA and the high transport costs mean that the Swedish producers face fierce competition from North American producers. Cereals are included in a lot of products, therefor this thesis is also analysing if export subsidies have any effect on the export of products that include cereals. The results show that the effect is very small on some of the products and larger in others, but over all the effects are limited. (Less)
