The method used was qualitative interviews with social secretaries from four different municipalities in Skåne. I did also seek information in previous research. The main result of this study was: All persons interviewed emphasized the importance of clients own whish in process of finding right treatment. Still, how the municipalities had made agreement with certain caregivers, was one part of deciding in what institution a person should get his treatment. Another result was that cost plays an important part when it comes to decide which caregivers that should have the agreement with the municipalities. And also, that the importance of "economically thinking" is an awareness spread among all levels of employees, not only among them with responsibility for budget. (Less)
