- Abstract
- This study deals with rights for the good care of the elderly in the municipalities of Scania. The study is meant to give deeper knowledge of citizen's charters for care, why such charters have been given and if they can be used to secure the quality of the care of the elderly today and in the future. To put these citizen's charters in a context I have chosen to study how the state after various analyses looks upon the quality of care during the last decade. I also got to know which municipalities are not going to implement citizen's charters and why. These interviews gave me access to material showing how the municipalities have formulated their charters. Helsingborg and Lund took part (1997-1999) in a project about citizen's charter, started by the Swedish Federation of Municipalities. To find out what experiences Helsingborg and Lund made, I made a deeper study of these two. The study shows that five municipalities have given citizen's charters and three are going to. It also shows what differences there is between the charters. (Less)
