Abstract
The aim of this Master's thesis was to examine how the Canadian evidence-based programme Cognitive Skills was adopted and implemented in the Swedish Prison and Probation Service. The questions asked in this study aimed first at clarifying the programme's theoretical and ideological background based on a description of "What Works". Secondly, the implementation process was presented, as described by the Swedish Prison and Probation Service. The third question aimed at analysing this process, focusing on its consequences for the organization. The aim of this Master's thesis was to examine how the Canadian evidence-based programme Cognitive Skills was adopted and implemented in the Swedish Prison and Probation Service. The questions asked in this study aimed first at clarifying the programme's theoretical and ideological background based on a description of "What Works". Secondly, the implementation process was presented, as described by the Swedish Prison and Probation Service. The instrument for the analysis was a theory on the diffusion of innovations, as presented by Everett Rogers. The findings of this study imply that the implementation of an evidence-based programme requires an adaptation of the underlying What Works-agenda. Although this agenda implicitly stipulates the need for an organizational adaptation of What Works prior to, or at least simultaneously with, the implementation of the programme, this study shows that it is possible to start the adaptation process with a programme like Cognitive Skills.
