The study was based on five qualitative interviews conducted with two politicians and three civil servants of social service. My conclusion of the study is that lack of resources in social service limits the possibilities for the social worker to understand "the best interest of the child" according to the UN Convention on the Rights of the child. There is even ideological management insufficiency from the politicians who are responsible for the implementation of the law. (Less)
