This study attempts to answer the question as to what extent a political party that sustains a minority government in office, without forming a coalition government, can fulfil its electoral pledges. The study focuses on two minor Swedish parties, namely Vänsterpartiet (the Left party) and Miljöpartiet (Green Party) during the term of 1998-2002 when these parties supported and sustained the Social Democratic minority government that were in office. By analysing the two parties' 1998 electoral programmes it was possible to the electoral pledges to be sorted out and organised in order to be compared with various kinds of official documents such as legislation bills, law proposals, reports from government agencies and public authorities.... This study attempts to answer the question as to what extent a political party that sustains a minority government in office, without forming a coalition government, can fulfil its electoral pledges. The study focuses on two minor Swedish parties, namely Vänsterpartiet (the Left party) and Miljöpartiet (Green Party) during the term of 1998-2002 when these parties supported and sustained the Social Democratic minority government that were in office. These were researched in order to estimate whether or not the election pledge could be considered fulfilled during this term of office. The study can confirm that 47% of the electoral pledges given by the Left party were fulfilled whilst the Green Party only fulfilled 37%. The study however also confirmed that 87% of the total number of electoral pledges made by both parties were, at least, acted upon by law proposals in parliament. (Less)

En studie som denna skriver givetvis inte sig själv, i synnerhet inte när ämnet berör så många olika ämnesområden, så många olika dokument och så många instanser i vårt samhälle som denna uppsats gör anspråk på. I mitt arbete har jag därför fått hjälp och stöd ifrån flertalet insatta experter och informanter utan vilka jag aldrig skulle kunnat genomföra detta arbete.
