The second part discusses and introduces a historic overview of the development of gender equality as a political issue in Sweden. This part focuses on gender mainstreaming through laws, regulations and policy-making from both a national and regional approach. The third part analyzes Sweden’s and EU: s work and approach to gender mainstreaming in employment related policies. Sweden has a long experience of gender equality policies and is now facing the European Union: s demands and changes through the Council of Municipalities and Regions (CEMR) declaration from the year 2006. Sweden’s membership in the EU assumes a certain level of mutual influence and results to some extent in compromises. In order to find the answers to my questions in this thesis, I have analyzed literature and articles. The Internet has contributed with valuable information, for example brochures and position papers from homepages of organisations and authorities. This study claims that there are important differences between Sweden and the European Unions paths of developing gender mainstreaming and how they wish to implement these values into administrative workplaces.
