Abstract
This study aims to analyze the development in the rice market in the EU15 during the period 1990-2007. During this time the common agriculture policy (CAP) has been subject to some major reforms, leading to a significant decrease in the level of import tariffs and intervention prices and the introduction of the decoupled system of single farm payments. The effects of the reforms are discussed, but due to some difficulties concerning data material and disturbance from shifting weather conditions, the conclusions are somewhat vague. This study aims to analyze the development in the rice market in the EU15 during the period 1990-2007. During this time the common agriculture policy (CAP) has been subject to some major reforms, leading to a significant decrease in the level of import tariffs and intervention prices and the introduction of the decoupled system of single farm payments. The effects of the reforms are discussed, but due to some difficulties concerning data material and disturbance from shifting weather conditions, the conclusions are somewhat vague. A few tendencies can nonetheless be observed. It seems that the influence of the world rice market on the domestic market has increased following the reforms. Furthermore domestic producer prices have declined most likely affecting the producer’s incomes. As a consequence the structure of the rice holdings has changed. The number of holdings has decreased while the size of each holding has become larger. During the period consumption has increased more than production leading to a growth in imported volumes. The change in consumption is however more likely to be explained by a change in consumer preferences than by the change in rice policy. Finally the future of rice production within the EU will depend on what will happen in the world market and on the possibility for further structural change and development of new rice varieties better suited for the European climate.
