Abstract (Swedish)
This comparative analysis examines the implementationprocess of the directive
SEA, strategical environmental assessment on certain plans and programmes,
2001/42/EG, in the case studies Italy and Sweden. From the theoretical approach
of implementation three point of views are being thoroughly examined to seek to
answer the differentation concerning the implementation of the directive:
“political will”, “the political content of the directive” and “institutional
authorities and its administration”. The analysis results that the political content in
the directive was the major reason why Italy was delayed with implementing the

environmental legislation. Political unwilligness to implement the directive also
played some part. The swedish institutional authorities and its administration were
mostly relying on former practice if uncertain with object of the directive.
Whereas Italy did not have this benefit as the administration were not practiced in
the same extent with environmental assessment as Sweden was. (Less)
