The last one, rarely figured in the texts, is “the safety discourse” which argues that employment among immigrants is needed because unemployment increases the risk of a conflict between immigrants and Swedes. The conclusion is that employment is viewed as both a right and a liability because none of the two main discourses dominate the debate. (Less)
