By examining the bill through a liberal and an institutional perspective, the purpose of this essay is to identify what is influencing the climate debate on a federal level in the U.S. Three different dimensions will be taken under consideration while doing the analysis, responsibility, market and economics and for the last part institutions. The two perspectives will demonstrate their own view on each dimension.
