The result is that unclear division regarding scope of action, differing objectives and lack of knowledge about each others profession hinders the cooperation. However, openly acknowledging that these issues are present and creating better communication could help to bridge the gap between civil and military actors. In addition focusing on a common superior goal could help to create an environment where improved cooperation can be achieved. (Less)
