- Abstract
- This thesis examines the complex humanitarian intervention (HI) situation involving the African Union (AU) and Zimbabwe. It attempts to 1) analyze why there has been no intervention regarding the atrocities caused by Operation Murambatsvina 2005; 2) conduct an explorative study on different reasons that work to prevent an intervention to occur in Zimbabwe. These reasons consist of contradictions within the AU-charter, HI political deficiencies within the AU, Responsibility to Protect-based HI opportunities, lack of AU military resources and finally the questionable silent diplomacy between South Africa and Zimbabwe. - This thesis examines the complex humanitarian intervention (HI) situation involving the African Union (AU) and Zimbabwe. It attempts to 1) analyze why there has been no intervention regarding the atrocities caused by Operation Murambatsvina 2005; 2) conduct an explorative study on different reasons that work to prevent an intervention to occur in Zimbabwe. These reasons consist of contradictions within the AU-charter, HI political deficiencies within the AU, Responsibility to Protect-based HI opportunities, lack of AU military resources and finally the questionable silent diplomacy between South Africa and Zimbabwe. The thesis concludes that there are no hard facts that support an intervention as a response to Operation Murambatsvina, stressing the need for the suspected atrocities to be brought forth to a court of law to determine if the operation is violating article 4(h) in the African Charter. The conclusion discusses the reasons preventing an intervention and concludes that the AU lacks resources, political will, functioning human rights instruments, a successful and diverse implementation of R2P and a productive diplomacy between South Africa and Zimbabwe in order to affect the humanitarian situation in Zimbabwe.
