- This thesis examines the impact of European Union’s (EU’s) financial assistance in reinforcing Bosnia and Herzegovina’s (BiH’s) compliance with Copenhagen economic criteria for membership in the EU. Since 1995, the EU has exerted a considerable political effort and extended substantial financial assistance to reconstruct and stabilise a war-torn BiH. Between 2000-2006 financial assistance was delivered under the umbrella of Community Assistance for Reconstruction, Development and Stabilisation programmes (CARDS) and since 2007 under the Instrument for Pre-accession Assistance (IPA). - This thesis examines the impact of European Union’s (EU’s) financial assistance in reinforcing Bosnia and Herzegovina’s (BiH’s) compliance with Copenhagen economic criteria for membership in the EU. Since 1995, the EU has exerted a considerable political effort and extended substantial financial assistance to reconstruct and stabilise a war-torn BiH. Between 2000-2006 financial assistance was delivered under the umbrella of Community Assistance for Reconstruction, Development and Stabilisation programmes (CARDS) and since 2007 under the Instrument for Pre-accession Assistance (IPA). The shift from CARDS to IPA reflected a more concentrated effort to strengthen the EU membership perspective with the specific aim of reinforcing institutional capacity to implement the EU accession process. Under the economic criteria axis emphasis has been on programmes in support of the establishment of a functional market economy and improving the ability of relevant sectors to compete with competitive pressures and market forces within the EU. Financial assistance programmes devoted more specifically to reinforcing adherence with the aims of the economic and monetary union are yet to be implemented. The conclusion is that EU’s financial assistance has only had a limited impact on strengthening compliance with economic criteria. The main explanation is the lack of commitment on behalf of BiH to undertake serious structural and EU related reforms. (Less)
