This paper gives a short summary of the authors’ master thesis that delivers an analysis of the requirements of municipalities concerning their risk management, with the focus on toxic industrial materials. The conclusions rests upon; a literature study, a qualitative questionnaire, 10 interviews and a quantitative questionnaire, which all have been performed in the counties of Blekinge, Kalmar and Kronoberg. Five different complexes of problems have been identified as well as what kind of support that could help deal with each problem in the municipalities. The analysis shall assist in the development of the computer program RISKERA, which is a part of the Swedish Rescue Service Agency’s software RIB. In order to contribute to the development of RISKERA the author presents some suggestions on how RISKERA could support the municipalities. One general conclusion is that work done in the mitigation and the preparedness phases in the municipalities, in order to deal with a massive chemical accident, is not as far gone as believed by public authorities. Furthermore the validity of the “risk statements”, as they are used in the municipalities, might be counterproductive since the basis for those often are questionable and in some cases none existing.
