The first one is that that bribery has another signification in other parts of the world, compared to the view we have in most western countries. Secondly, the act can be regarded as a useful tool in order to make the bureaucracy more effective sometimes. Thirdly, aid workers have a huge responsibility for a lot of people and therefore one can justify that they sometimes might need to bribe officials. If we turn it the other way around, one could argue that aid workers should avoid bribes since they might loose their credibility. Secondly, one could argue that this group should avoid bribes since they have a major role in the anti-poverty programme. Thirdly, if this act is used frequently in longer-term, it might become acceptable. (Less)
