- Abstract
- In 2008 the UN Security Council adopted resolution 1820, where sexual violence in armed conflicts where classified as a crime against humanity and as a war crime. This resolution indicates a norm change, from the idea about sexual vio-lence as a by-product of war, to a serious widespread issue. But what has this change, up to resolution 1820, been and looked like?
By dividing the change into three stages, based on a model called the norm lifecycle, I have carried out a descriptive analysis. And, by looking at actors strategies I have described why the actor’s play an important role.
The result shows that the change has been going on for a very long time, but it is not until the 1990’s, that we can see a beginning of an actual lifecycle.... The result shows that the change has been going on for a very long time, but it is not until the 1990’s, that we can see a beginning of an actual lifecycle. It also shows that the actors, by illuminating the problem area, started and advocated the norm change. (Less)
