Abstract
The past decades has brought fourth an acknowledgement of the importance of promoting the role of women and gender equality on the international agenda. Though major breakthroughs on this area, there has been a feminist critique towards the formulation of policies on gender quality meaning that international policy fails to address. This essay has the character of a gender analysis of the gender equality policy within Sweden’s international development cooperation. The past decades has brought fourth an acknowledgement of the importance of promoting the role of women and gender equality on the international agenda. Though major breakthroughs on this area, there has been a feminist critique towards the formulation of policies on gender quality meaning that international policy fails to address. This essay has the character of a gender analysis of the gender equality policy within Sweden’s international development cooperation. The aim with this essay is to analyze the potential of the gender quality policy in this context in transforming intersecting power structures understood from an intersectional perspective.
Using gender theories on development and idea analysis, a analytical framework was constructed combining two dimensions and inspired by functional idea analysis. The intersectional understanding of how multiple identity markers intersect to create hierarchical power structures showed that gender equality policy in Swedish international development cooperation does show the ambition of transforming unequal power structures, though having the theoretical understanding and tool for doing so. The reason for that seems to be the overarching goal of poverty reduction, which leads development policy to focus on efficient economies – even within the realm of gender equality. (Less)
