Abstract
The aim of this essay is to explore the possibilities of achieving a stronger local democratic establishment. Research shows that the welfare gap between population groups and city districts are growing within societies. Citizens are also experiencing a decreasing trust in politicians and the participation in elections and party politics is decreasing. Therefore I find attempts to increase local democracy and social sustainability interesting and of a high societal relevance. Focusing on the possibilities and difficulties for citizen participation I chose to look at a newly decided program, called Områdesplan för ett social hållbart Malmö, aiming to increase social sustainability in four areas in Malmö.

The aim of this essay is to explore the possibilities of achieving a stronger local democratic establishment. Research shows that the welfare gap between population groups and city districts are growing within societies. Citizens are also experiencing a decreasing trust in politicians and the participation in elections and party politics is decreasing. Therefore I find attempts to increase local democracy and social sustainability interesting and of a high societal relevance. Focusing on the possibilities and difficulties for citizen participation I chose to look at a newly decided program, called Områdesplan för ett social hållbart Malmö, aiming to increase social sustainability in four areas in Malmö.
My theoretical framework focuses on participatory democracy, and difficulties with it such as practical difficulties, but also how general societal processes and symbol politics can affect the outcome of citizen participation. My empirical material consists of interviews with employees involved in the program. My findings show that although difficulties exist such as uneven representation, citizens acting according to their self interest and low trust among citizens to previous projects, still the possibilities for positive changes and for the program to result in higher participation, growing social sustainability and a more rooted local democracy are prevalent.
