- The purpose of this preliminary study has been to put together a requirements analysis for methods that can be suitable for rescue action evaluation. A barrier analysis that describes the psychological as well as the practical obstacles has been the basis of the requirements analysis. By spending the autumn of 2005 at Malmö fire brigade and interviewing key persons at Malmö fire brigade the author has gained a good general view over the different barriers within the organization and a clear picture of which requirements that needs to be fulfilled to guarantee an effective evaluation.
