- The increase of complexity of public services in the modern era proposes requirements for the coordination and cooperation between the public sectors. Inter department coordination mechanism is one of the very important part in government management and it becomes a global trend. No matter in the US, Japan, Korea or UK, setting up one kind of special organization to do the coordination between different departments is common adopted. Inter department coordination mechanism is one of the very important part in government management and it becomes a global trend. No matter in the US, Japan, Korea or UK, setting up one kind of special organization to do the coordination between different departments is common adopted. In this paper, the advisory and coordinating organization existing in the State level of China- the Advisory and Coordinating Organization of the State Council which proceeds for the purpose of inter-department coordination is the research focus. The Advisory and Coordinating Organization of the State Council is set up in order to complete a specific task, and bear the important task of organizing and coordinating inter-department professional work. Its existence enables governments to response to the changing environment rapidly. There are many features of the Advisory and Coordinating Organization of the State Council. Some of the features can further drag out some problems and hinder the effectiveness of the inter-department coordination. In this paper, data analysis is used to explore the following questions: What are the features of Advisory and Coordinating Organization of the State Council? What are the factors that prompt the formation of these features? By analyzing the features of Advisory and Coordinating Organization of the State Council, it will help to understand the relation between Advisory and Coordinating Organization of the State Council and other government departments. By analyzing the people in the organization, organizational structure, organization type and dynamic change of the organization, it is found that the Advisory and Coordinating Organization of the State Council presents the features such as most of them have many member organizations, the survival time of most organization is short, there are many part-time leaderships, most of the organizations' level are high. Dynamically, the Advisory and Coordinating Organization of the State Council presents the features such as it has serious expansion trend, some organizations are repeatedly set along the vertical axis of time, and different types of the organizations have different development trend. There are all kinds of factors which can explain the formation of these features. Some of the features can be explained by some common and deep factors. And they have some direct factors respectively as well. All of these factors stimulate the formation of features of Advisory and Coordinating Organization of the State Council. (Less)
