Abstract
In the year of 2004, a tsunami struck the coast of Thailand. Around 30 000 Swedish tourist was present, and over 500 was killed. The Swedish government acted slowly in helping its citizens, which created a political crisis in Sweden when the support for the government declined. After the crisis management of the tsunami was over, the government started to reform Sweden’s national security. The main purpose of this thesis is to examine this reformation. An atheoretical comparative case study between Sweden and Finland crisis management during the tsunami is executed in order to draw lessons from Finland’s actions. The Swedish government acted slowly in helping its citizens, which created a political crisis in Sweden when the support for the government declined. After the crisis management of the tsunami was over, the government started to reform Sweden’s national security. The main purpose of this thesis is to examine this reformation. An atheoretical comparative case study between Sweden and Finland crisis management during the tsunami is executed in order to draw lessons from Finland’s actions. Why Sweden decided to reform its security and in what way and why the lessons reflect/doesn’t reflect in the reformation are analyzed from without the theory of historical institutionalism. The result is that the reformation cannot be analyzed as a critical juncture; instead the reformation took place in a period between institutional stability and radical change. The security policy objective of the Prime Minister at the time, Göran Persson, plays an important role in the analysis. All lessons are reflected in the reformation through the initiation of MSB and through the establishment of “Emergency- and analysis unit” within the government offices. (Less)
