Abstract
With the increasing importance of regions and their new role of promoting a balanced regional development, which demand cooperation and coordination among actors within the region, the theories of urban development that strongly emphasizes the competitive relations between cities are challenged. This master’s thesis examines the relations between the municipalities in the Swedish region of Skåne, as well as the relations between the municipalities and the political organization at the regional level, which is called Region Skåne.

With the increasing importance of regions and their new role of promoting a balanced regional development, which demand cooperation and coordination among actors within the region, the theories of urban development that strongly emphasizes the competitive relations between cities are challenged. This master’s thesis examines the relations between the municipalities in the Swedish region of Skåne, as well as the relations between the municipalities and the political organization at the regional level, which is called Region Skåne.
The research problems whether municipalities cooperate and coordinate their policies within the frame of the regional development program of Region Skåne or not, and what reasons there are for municipalities to cooperate and coordinate their policies, are addressed in an analysis of material gathered from Region Skåne and three strategically selected municipalities. The analytical framework consists of seven ideal types for foundations for cooperation.
The analysis shows that municipalities cooperate and coordinate their policies, often with little direct contact between municipalities but with Region Skåne functioning as a node. The municipalities choose to cooperate mainly because they have to unite in order to be competitive, because they can get access to the additional resources, and because they want to strengthen the attractiveness and competitiveness both of the growth engine, and of all the parts of the region.
