Abstract
The aim of this study is to examine the relationship between budget support and corruption. This is done by conducting a case study of political will to fight corruption of Tanzanian reformers, using Brinkerhoffs framework of political will. The study shows that the Tanzanian reformers have a weak political will to fight corruption, which impedes the results of the budget support. Also,budget support does not seen to be an effective strategy for strengthening the political will, this due to the strong top-down focus, which has proven to be not very successful in the case of Tanzania.

The aim of this study is to examine the relationship between budget support and corruption. This is done by conducting a case study of political will to fight corruption of Tanzanian reformers, using Brinkerhoffs framework of political will. The study shows that the Tanzanian reformers have a weak political will to fight corruption, which impedes the results of the budget support. However, this method is problematic when applied to aid-dependent developing countries as most government programs are underfunded. The large influence of external donors, especially in the case of budget support, makes it even harder to draw correct conclusions. Therefore it is suggested in this study that measuring the extent of the mandate and the independence of the governmental institutions assigned to fighting corruption, is a better method. (Less)
